Key takeaways
- Miami-Dade and Broward sit in Florida's High-Velocity Hurricane Zone, where products need a Miami-Dade Notice of Acceptance (NOA), a stricter and often costlier approval than the statewide Florida Product Approval used elsewhere.
- One sponsored guide lists installed impact windows at $800 to $1,800 per opening and shutters from $100 to $1,500 per opening depending on type. Those are non-HVHZ averages from the Sarasota market, so Miami-Dade and Palm Beach quotes can differ.
- Insurance credits on the windstorm portion of a premium are reported at 10 to 30 percent for fully protected openings, but every glazed opening must qualify.
- Check whether the state's My Safe Florida Home grant program is open to you before you buy.
For a South Florida owner, storm protection is a design decision as well as a safety one. It affects how the house looks, how it feels inside and what you pay for insurance. The main choice is between impact windows and doors, which are glazing built to resist storm debris, and shutters, which are deployed when a storm approaches.
This guide compares impact windows and hurricane shutters in South Florida: costs reported, the product approval rules, insurance credits and state help. Our main cost source is a sponsored article, so we flag its limits.
What is the difference between impact windows and hurricane shutters?
Impact windows and doors are built to withstand storm-borne debris, so they stay in place all year and need nothing to be closed ahead of a storm. Shutters sit outside the glass and are closed or deployed when a storm is forecast. They come in several types, including accordion, motorized roll-down and panel shutters.
One guide notes that impact windows must pass large-missile testing under ASTM E1996, and that shutters must be code-approved to earn an insurance credit. It lists impact windows at a lifespan of 20 to 30 years, and says shutter hardware typically needs servicing every 10 to 15 years.
How much do impact windows and shutters cost?
Sarasota Magazine published a sponsored article on July 6, 2026. It was presented by Serpier, promoted OKNOPLAST products and named no author. It attributes the table below to aggregated 2026 Florida contractor pricing data for non-HVHZ markets, without naming the source or method. It is not Miami-Dade pricing.
| Protection | Per opening, installed | Typical 15 to 20 opening home |
|---|---|---|
| Impact windows | $800 to $1,800 | $12,000 to $32,000 |
| Accordion shutters | $250 to $600 | $4,000 to $12,000 |
| Roll-down shutters (motorized) | $800 to $1,500 | $12,000 to $30,000 |
| Panel shutters | $100 to $300 | $1,500 to $6,000 |
For Miami-Dade, Broward and Palm Beach, get several written quotes with the product approval number, the glass and frame specification and the installation scope. Large sliding doors and oversized openings often cost more than standard windows.
What is the High-Velocity Hurricane Zone and an NOA?
The same article states that Sarasota County is outside Florida's High-Velocity Hurricane Zone (HVHZ), which covers Miami-Dade and Broward. Installations outside it use statewide Florida Product Approval. In the HVHZ, products need the Miami-Dade Notice of Acceptance, which the article describes as the more expensive approval.
In practice, ask any installer for the approval number for each product and check that it applies to your county. The Miami-Dade County website publishes the approval documents, called NOAs, as PDFs. Palm Beach County is not in the HVHZ according to that article's description, but ask your building department what your address needs.
Do impact windows lower your insurance premium?
The Sarasota article says fully protected openings typically earn a 10 to 30 percent discount on the windstorm portion of the premium, and that the credit is the same for impact windows and code-approved shutters. It cites Florida Statutes section 627.0629 and the Uniform Mitigation Verification Form (OIR-B1-1802).
It adds that every glazed opening must qualify, and that one unprotected opening can cancel the credit for the whole category. Ask your insurer or agent what documentation it needs, and have a wind mitigation inspection done before and after any upgrade, so you can see the difference. Those figures come from a sponsored source, so confirm the actual credit with your insurer.
Is there state help for hurricane upgrades?
My Safe Florida Home is a state program that has funded impact windows, impact doors, garage doors and roof upgrades. Reports from 2025 describe the following, and the details may have changed:
- WLRN reported on August 11, 2025 that the program reopened with $352 million in total funds, including residual grant money, and that the Legislature allocated $280 million that year.
- Kiplinger reported on July 10, 2025 that it offered up to $10,000 per household, with the state paying $2 for every $1 the homeowner contributes, and that a free wind mitigation inspection was required first.
- WLRN reported that priority went to low- and moderate-income homeowners, that everyone had to show proof of homeowners insurance, and that the program was reimbursement-based, with work inspected before payment.
The two reports describe eligibility differently, and we could not confirm the program's status for 2026. Check MySafeFLHome.com for current funding, windows for applications and eligibility before you plan around a grant.
The same Sarasota article states that there is no federal tax credit for window installations in 2026, because the Section 25C credit expired after December 31, 2025.
What should you ask before you buy?
- What is the product approval number for each window, door or shutter, and does it apply in my county?
- Does the quote cover every opening, including sliders, garage doors and entry doors?
- Who pulls the permit and handles the inspection?
- What is the installation timeline, and what happens to openings during the work?
- What is the warranty on the glass, the frame and the installation?
- How will you document the installation for my insurer?
- For shutters: who deploys them, how long does it take and what happens if I am away?
